We know the importance of continuity of government and continuity of business, and for small island developing states like Jamaica, extreme weather now poses a real threat to both. One major event can weaken the State’s ability to respond and can completely end businesses that are unable to recover. We saw this with Hurricane Melissa, where some local authorities were overwhelmed and many businesses will not be able to reopen. This is the new reality, and it is why my administration has long foc
